About the "Femida PRO" Project
FEMIDA PRO a public organization founded as a voluntary association of experienced lawyers, state and public figures, judges, attorneys, and legal experts with the aim of developing Ukraine as a sovereign and legal state, establishing the rule of law, and protecting human rights and democratic values.
The public organization is headed by Viktor Shishkin , an outstanding Ukrainian jurist, statesman and public figure, Candidate of Law, Honored Lawyer of Ukraine.
In response to a request from civil society, Viktor Shishkin decided to direct his vast and invaluable experience, acquired over decades of painstaking and selfless work in the areas of building Ukraine's independence, to the creation of a communication and analytical platform for fruitful cooperation between lawyers, experts and the public on improving both the judicial system and the state system of Ukraine as a whole.

A team capable of reforming the system
A team capable of reforming the system Justice reform is not a matter of slogans, but of people who understand the system from the inside and have already had experience in building it. That is why FEMIDA PRO unites not external critics, but high-class specialistswho are personally involved in the formation of Ukrainian statehood and its judicial institutions.
Among them are co-authors of the Constitution of Ukraine and lawyers who stood at the origins of key state bodies; former members of the High Council of Justice (judiciary); current and retired judges; heads of appeal and cassation courts; people's deputies; scholars with degrees of doctors and candidates of law; experienced lawyers, human rights defenders and military personnel. Many of them have been awarded the honorary title of Honored Lawyer of Ukraine.
Such professional concentration makes it possible to analyze justice problems comprehensively - from the constitutional framework to the everyday practice of a particular court. The team is complemented by international expertise: experts with experience in working on economic development and institutional reform projects allow us to assess changes not only from the legal side, but also from the perspective of real institutional capacity and implementation.
The key difference of this team is the ability not only to apply and adapt existing law, but also to understand the nature of phenomena that law is just encountering: artificial intelligence, digital assets, new technologies in judicial proceedings. Too often, science, legislators and the court only catch up with progress - trying to fit the new into old categories without understanding its essence, and offering solutions at random. Themis PRO builds its work differently: first, to understand how the phenomenon actually works, and only then to propose regulatory and judicial approaches - with an eye on the future, not on classifying the past. That is why the team is able not only to describe problems, but to offer solutions that stand the test of both today's practice and tomorrow's challenges.
International cooperation and field study visits
FEMIDA PRO is not limited to analytics within the country - the organization is directly involved in the implementation of European reforms, working in cooperation with the European Parliament and the European Commission. The goal of this work is quite practical: to adapt the legal system of Ukraine to European standards not at the level of declarations, but in the real practice of courts, legislation and law enforcement.
One of the tools is field study visits for Ukrainian judges and lawyers to the countries of the European Union. The first such visit has already taken place - the delegation held working meetings in Vienna. The event was held in a business format, without wide publicity, focused on specific mechanisms that Ukraine should introduce on its path to the EU. This is not a one-time action: such visits and seminars will continue in the future, gradually covering an increasingly wider range of European institutions and practices.
But most importantly - behind these plans is a team that is truly capable of implementing them. The combination of the experience of those who built Ukrainian legal institutions, the practice of current judges and the understanding of modern challenges allows the organization not to simply adopt foreign models, but to meaningfully transfer European standards into the Ukrainian context. It is this ability that makes the European integration work of FEMIDA PRO effective, not symbolic.
