Viktor Ivanovych Shyshkin

Honorary Head of the Femida PRO Civic Organization

A distinguished Ukrainian legal scholar, statesman, and public figure, Candidate of Legal Sciences, and Honored Lawyer of Ukraine.

Viktor Shyshkin has vast experience in building Ukraine as an independent state governed by the rule of law. He took direct part in drafting:

the Declaration of State Sovereignty of Ukraine of 1990;
the landmark amendments to the Constitution of the Ukrainian Soviet Socialist Republic of 24 November 1990;
the Constitution of Ukraine of 1996, for which he was awarded the honorary title of “Honored Lawyer of Ukraine”;
the Laws of Ukraine “On the President of Ukraine,” “On the Prosecutor’s Office of Ukraine,” “On the Constitutional Court of Ukraine,” “On the Security Service of Ukraine,” “On the High Council of Justice,” and “On the Judicial System of Ukraine,” as well as amendments to the laws governing judicial procedure and the organization and operation of the courts, prosecutorial bodies, the executive branch, and others.

Viktor Shyshkin began his legal career in judicial positions at district and regional courts and served as Deputy President of the Kirovohrad Regional Court for criminal cases.

In 1991, he became the first Prosecutor General of independent Ukraine.

He was also elected a People’s Deputy of Ukraine of the first, second, and third convocations and served as Deputy Head of a Committee of the Verkhovna Rada of Ukraine.

In 1996, he was appointed to the first composition of the High Council of Justice.

From 2006 to 2015, he served as a Judge of the Constitutional Court of Ukraine.

He began his professional career at a commercial court as a judge’s assistant.

He has now been engaged in private legal practice for more than 10 years.

Since 2019, Dmytro Chaban has worked as an assistant-consultant to a People’s Deputy of Ukraine.

He served as a judge at the local, appellate, and high commercial courts, as well as at the High Administrative Court of Ukraine. In 2014, Oleksii Muraviov was appointed a member of the High Council of Justice and served as Deputy Head of the High Council of Justice in 2015–2016.

On 24 February 2022, he voluntarily joined the Territorial Defense of the city of Kyiv, and in June 2022 he was enlisted in the Armed Forces of Ukraine. He currently serves as Head of the Main Directorate of Military Justice of the Ministry of Defense of Ukraine.

He worked as an investigator and conducted a private legal practice.

In 2007, he initiated the establishment of an arbitration court attached to an all-Ukrainian civic organization and served as its head.

He is currently the founder and head of a number of private enterprises.

Andrii Svitlychnyi is also a member of the Public Council under the State Property Fund of Ukraine.

Український політик, народний депутат України 7-го скликання
Народився 3 лютого 1974 року в місті Євпаторії Кримської області.

У 1996 році закінчив Таврійський національний університет імені Володимира Вернадського за спеціальністю українська філологія.

З 2010 по 2012 рік був депутатом Тернопільської облради від ВО «Свобода».

На парламентських виборах 2012 року обраний народним депутатом за списками ВО «Свобода» (№ 23 у виборчому списку). Був головою підкомітету з питань законодавчого забезпечення прав інвалідів, їх соціального захисту та реабілітації Комітету Верховної Ради у справах пенсіонерів, ветеранів та інвалідів, заступником голови Спеціальної контрольної комісії Верховної Ради з питань приватизації та членом Постійної делегації у Парламентській асамблеї ГУАМ, Комітету з політичних, правових питань і міжпарламентського співробітництва.

Під час Революції Гідності – комендант революційної Київради, отримав поранення.

Пройшов навчання та склав кандидатські іспити в аспірантурі Інституту законодавства Верховної Ради України на кафедрі Європейського та міжнародного права.

Депутат Львівської обласної ради VIII скликання.

Доброволець російсько-Української війни з 2014 року.

2022-2023 рр. командир добровольчого формування “Феміда” Чорнобаївської територіальної громади. Брав участь у обороні та звільненні Ірпіня, Гостомеля, Бучі, Миколаєва, Чорнобаївки, Херсона. Нагороджений нагрудною відзнакою командувача Сил ТРО ЗСУ.
